Yes, boas do hiss if they are a little ticked off or startled. Keep an eye on it. If it only hisses at you or when you are doing something, it may be mad or stressed out. But if it is continually hissing when it breaths, get it to a vet, it my have a RI or something else. A qualified Vet will be able to tell.

Actually, if it is hissing , then I wouldn't worry about an RI. An RI is not hissing, yet more of a wheezing type of thing that goes on. YUP, There is an actual difference also.
As for your question... YES, boas like many other snakes do hiss at times. Mostly it is what you should think of as a warning being displayed toward you. There are MANY different reasons why a boa will hiss. Just gotta figure out why they are hissing is all. I have had some snakes that just like to hiss and even had one [ python] that would go to the ear and just hiss for the sake of hissing was all. [ Think it was it's way of saying hi hehe]
Hissing is a form of communication that your snake exhibits is all. There are also other forms of communication that they will do as well. Such as their "body language' . After time and experience with snakes, you will learn to "read" your snakes body language also. Once you can do that, you'll know what the snake is trying to tell you ;D

My large boa's almost sound like they moan or complain when I drag them out of their favorite warm spot,, Its really a loud exhale kind of sound, then they grunt when they are pulling hard or constricting to change their postions. I had my med to large guyana out at the petstore show and tell and she was grimicing open mouth trying to postion herself on my arm. naw she aint gonna bite :Pshe's just smilling at you. :.
