You could definately "start" with a 20 high if you already have one in your possession. This may only last for 6 months and be completely out grown.
If you are looking to purchase a 20 high, you are really just wasting money.
I have always recommended at LEAST starting with a 20 long. That design believe it or not can last up to a year without much problems.
Just remember you will need at LEAST a 4 X 2 X 2 by the time the boa is an adult, so spend as much money as you can up front, because you WILL spend the money eventually, whether building or buying one later on.

I find with my snakes as they get bigger it is more important to have the depth and length than the height. 20 high should be fine for a couple of months though depending on growth.
