I am 100% against heat rocks and now I'm torn between heat pads or heat lights. And also what's best enclosure if I was to choose heat pads (after a lil research heat pad just seems safer).

Flexwatt or utlratherm heat mats are fine. Never heat rocks. And you also want to have a good proportional thermostat to regulate the temperature.
